At 10mbit/s

At higher rates, this starts to suck. 100 times per second we suddenly queue 10 or more packets to eth0 - which leads to choppy performance.

With smaller packets, even 1mbit/s leads to major problems, hundreds of packets are then sent instantaneously to the interface.

Alan Cox wrote a shaper like this, advises it only for <100kbit/s purposes.
