Timer ticks again?
This is not a problem because as long as we are not exceeding our bandwidth, we don't need to wait! Waits keep us slow enough.

Overflowing the interface again?
A large bucket might still empty too fast - real TBF has a tiny additional bucket to limit the speed of emptying.
