CBQ is complex & doesn't work as a shaper!

Due to lack of documentation and complexity, people assumed that CBQ is the tool to use.

 * Needs to know 'link speed' - (pppoe, pptp?)

 * Gets confused by different packet sizes

 * Has to approximate idle time (no way to measure in Linux)

 * Has way too many knobs - HTB is better & simpler!
