THE GOVERNING BOARD,

Having regard to Council Decision 2005/681/JHA (), and in particular
Article 10(9)(e) thereof;

Having regard to Decision 22/2006/GB of the Governing Board of the
European Police College adopting the Financial Regulation (), and in
particular Article 40(2) thereof;

Having regard to the Authorising Officer’s Annual Activity Report 2007
()

Having regard to the Note to Executive Director, IAS/WD/BM D(2008)819 ()

HAS ADOPTED the Analysis and Assessment of the Authorising Officer’s
Annual Activity Report 2007 as set out in the Annex.

ANNEX TO THE ANNEX

Analysis and Assessment

of the Authorising Officer’s Annual Activity Report 

for the Financial Year 2007

The Governing Board of CEPOL has received the Authorising Officer’s
Annual Activity Report for the financial year 2007 and is, on the basis
of the information provided, of the opinion that the CEPOL’s Work
Programme 2007 has been implemented in a satisfactory manner.

The Governing Board believes that CEPOL plays an important role in
disseminating knowledge and learning, and contributing to the European
police cooperation. In this instance, the Secretariat plays an important
and valuable role as well.

Being aware of the recurring under spend of the budget, high vacancy
rate, overall identified weaknesses in the financial management, lack of
precise information regarding identified risks, actions taken and
implemented remedies, the Governing Board takes note of the Authorising
Officer’s Annual Activity Report. For the time being, the Governing
Board will abstain from commenting whether the resources provided have
been spent in an appropriate way and will await the report of the
European Court of Auditors for further discussion.
