Information concerning the prison population 

in the Republic of Poland

Polish Prison Service undertook a number of activities, which were aimed
at decreasing the population in the correctional institutions. One of
the first measures taken was to create new living cells through building
new places of accommodation as well as the adaptation of other rooms
which used to serve a different function.

Since the beginning of 2006 through the implementation of the government
approved “Programme for creating 17. 000 places in the correctional
institutions in the period 2006-2009” 15 791 new places of 
accommodation have been created. 

In 2010 an additional number of 1 318 new places were created (with 1275
places planned originally). In this year the following investments were
implemented:

Building of the accommodation unit in Koronowo Prison (100 places);

Building of the half-open penitentiary unit in Żytkowice Prison (162
places)

Building of the half-open penitentiary unit in an Outside Institution in
Warsaw Bemowo (182 places)

Expansion of the Outside Institution in Zamość (150 places);

Building of the closed penitentiary unit in Pińczów Prison (242
places);

Building of the half-open penitentiary unit in Czerwony Bór Prison (172
places);

Building of the closed penitentiary unit in Kluczbork Prison (258
places);

Conversion of a storage building into the accommodation unit in Remand
Prison in Starogard Gdański (50 places);

Alteration of the living cells and their adaptation to the needs of the
inmates from “N” category (dangerous, maximum security) in Remand
Prison in Lublin (2 places).

Further decreasing of the level of overpopulation in Polish correctional
institutions was achieved by the introduction of the possibility to
serve the sentence of imprisonment outside the correctional institution
within the system of electronic monitoring.

Within the system of electronic monitoring it is possible to:

execute the imprisonment outside of the correctional institution, which
is aimed at fulfilling the obligations imposed by the penitentiary
courts,

control if the inmate remains in a designated time and place,

control if the convicted persons obey the obligation not to approach
defined persons or remain in a designated places, with the possibility
of updating the current defining and registration of the convict’s
place of stay.

On December 30th , 2010 - 587 sentenced persons were serving their
sentence in the system of electronic monitoring. Out of that number  401
are still serving and 186 have already served their sentence. 

On 1st January 2011 the System of Electronic Monitoring was extended to
the possibility of serving the sentence for additional 2000 sentenced
persons.
