Commissie voor Binnenlandse Zaken en Koninkrijksrelaties Communication on Internal Security Strategy The internal security strategy is an important part of the Stockholm Programme. The Stockholm Programme identifies common threats and common tools and policies which the EU needs to deploy to maximum effect in tackling those threats. The Spanish Presidency prepared a first document aimed at citizens. The Communication will consolidate these works through effective policies in police cooperation, access to borders and criminal justice to combat common threats. Communication on the reinforcement of the EU's Disaster Response Capacity Communication setting out options to reinforce the EU Disaster Response and preparedness capacities inside and outside the Europe, covering three main building blocks: civil protection, humanitarian aid and increased civil-military cooperation. Commissie Defensie Geen voorstellen Commissie voor Europese Zaken Budget Review (3rd quarter) In light of the priorities identified in Europe 2020 Strategy, this comprehensive review of the EU budget for the period 2007-2013 will assess how the EU's financial resources most effectively reflect and serve the key policy objectives of the Union, thus paving the way for the discussions leading to the next Multiannual Financial Framework. Commissie voor Economische Zaken Communication on a European Digital Agenda (2nd quarter) The European Digital Agenda will aim at exploiting the potential of Information and Communication Technologies as a major enabling technology for moving to a low-carbon, knowledge-based and competitive economy. It will adopt an integrated approach to the challenges of a digital economy and society, addressing the issues both from the supply and demand side. It will identify concrete measures to be taken at EU or Member Statesâ level for rolling out high speed internet, achieving a borderless online market for goods, services and content; upgrading skills and delivering the services of the future. Communication on âAn Industrial Policy for the Globalised Eraâ (3rd quarter) The Communication will translate the overall objectives of enhancing industrial competitiveness whilst pursuing a low-carbon path into concrete initiatives at EU level; it will define a framework with stakeholders to steer the restructuring of sectors towards future oriented activities combining instruments such as smart regulation, public procurement, competition rules and standards, as well as work with social partners to deal with the anticipation and management of change, and the social consequences of restructuring. n.v.t. n.v.t. Communication on a European Plan for Research and Innovation (3rd quarter) The European Plan for Research and Innovation will propose an indicator to track innovation, as announced in the Europe 2020 Communication. It will also specify a policy framework for developing European Research and Innovation Partnerships, developing underpinning technologies, optimising framework conditions for research and innovation, strengthening, simplifying and further developing the scope of EU instruments to support research and innovation. Building on the review of Environmental Technology Action Plan (2004-2009), eco-innovation will also be addressed. X n.v.t. n.v.t. Regulation governing translation requirements for the future EU patent (2nd quarter) The Regulation is needed in order to solve the translation arrangements for the EU Patent, which have been excluded from the EU Patent Regulation (given that the Lisbon Treaty provides for a specific legal basis for a separate Regulation on linguistic and translation arrangements). This is a critical element in making the EU Patent a reality. Energy Infrastructure Package: (4th quarter) Communication on Energy Infrastructure Development for the 2020/30 horizon Commission working paper on energy infrastructure Communication on the preparation of a blue print for offshore grids in the Northern Seas of Europe Report on the state of play of smart grids The Communication will focus on investment needs, based on supply and demand scenarios, the 10-year network plans of the European Network of Transmission System Operators (ENTSO) and on priorities for infrastructure development and funding. Furthermore, it will look at measures aiming at diversifying gas supply sources and routes as well as at future infrastructure needs, e.g. for oil or CO2. The staff working paper will evaluate the six priority infrastructure actions announced in the 2nd Strategic Energy Review, including Mediterranean gas and electricity interconnection. The Communication on offshore grids will present a vision for 2020 and 2030 as well as identify key regulatory issues to address in order to enable more integrated grid solutions to be developed in the longer term. The report on smart grids will present developments in this field leading to a possible legislative proposal in 2011. X n.v.t. n.v.t. Communication on âA trade strategy for Europe 2020â (3rd quarter) The communication will set out the broad strategic trade policy priorities that need to be pursued in the next few years. The initiative will also relate to other relevant economic and horizontal strategies adopted at EU level, in particular the Europe 2020 Strategy. n.v.t. n.v.t. Fifth report on economic, social, and territorial cohesion (4th quarter) Progress made on economic, social and territorial cohesion, and the integration of EU priorities; the role of the Funds, the EIB and the other financial instruments, and the effect of other EU and national policies on the progress made including options on the future of cohesion policy before preparation of legal proposals. It will follow on the Budget Review and will be without prejudice to the proposals that the Commission will make in 2011 on the multi-annual financial framework. n.v.t. n.v.t. Commissie FinanciĂ«n Communication on the establishment of a system of enhanced policy coordination based on broader and deeper surveillance (2nd quarter) The Communication will propose means to reinforce the euro areaâs capacity to promote stability and cohesiveness of the monetary union, building on the existing governance framework of the Stability and Growth Pact and Europe 2020. It will suggest ways to implement article 136 of the Lisbon Treaty in practice, to address fiscal and macroeconomic imbalances through more efficient surveillance. X n.v.t. n.v.t. Legislative proposal to improve transparency and stability in Derivatives markets (CCP) (2nd quarter) The main goal is to increase the safety of derivatives markets through increased transparency and decreased counterparty risk. The proposed legislation will mandate Central Counterparty Clearing (CCP) for standardised derivatives contracts and establish common safety, regulatory and operational standards for CCPs in order to reduce counterparty risk. It will also mandate market participants to record positions and all transactions not cleared by a CCP in trade repositories and establish regulation and supervision of trade repositories in order to increase transparency. X Legislative initiative on short selling / Credit Default Swaps (3rd quarter) The initiative will aim to prevent detrimental trading practices in derivatives and other financial instruments. The initiative complements the comprehensive approach to financial derivatives for credit default swaps. X Revision of the Directive on Deposit Guarantee Schemes (2nd quarter) The aim of the revision is to enhance consumer (depositor) protection by harmonising guarantee levels on bank deposits to ⏠100,000 and to ensure greater effectiveness of the Deposit Guarantee Schemes Directive. X Revision of the Market Abuse Directive ( 4th quarter) The aim is to increase market integrity by defining cases of market abuse, to protect investors and to enable competent administrative authorities to investigate and sanction market abuse. It will also cover the level and the nature of sanctions for market abuse. Communication on effective and efficient crisis management framework (4th quarter) The Communication will set out the Commissionâs proposals in order to equip authorities with the tools necessary to effectively resolve cross-border bank crises, thereby reducing costs to the taxpayer. New tools should improve legal certainty and reduce the risk of legal challenge. n.v.t. n.v.t. Revision of the Capital Requirements Directive (CRD IV) (4th quarter) The Revision will cover leverage ratio, dynamic provisioning, liquidity, procyclicality/buffers, definition of capital, systemically important financial institutions and counterparty credit risks. The aim is to update the legislative framework in response to the crisis and to promote financial stability in the EU, e.g. force banks to put excess capital aside when market conditions are good and to build up a cushion of capital when market conditions worsen. X Communication on options for bank resolution funds (2nd quarter) The Paper will set out options for the European Council on the establishment of bank resolution funds as a crisis management tool, in the light of the IMFâs expected report in April. Commissie Justitie Action Plan Implementing the Stockholm Programme The Action Plan will elaborate the Stockholm Programme by setting out precise actions to be taken to fulfil its objectives. It could consist of: - a short introductory communication which aims to allow the new Commission to give its views on the Programme, highlighting its priorities for the next term; and transforming the Stockholm programme into a more focused political message; - a set of tables with the actions needed to fulfil the Stockholm Programme objectives, indicating for each of them, the timeframe for delivery and the responsible party(ies) covering the period 2010-2014. Revision of Regulation (EC) No 44/2001 on jurisdiction, recognition and enforcement of judgments in civil and commercial matters (Brussels I) The amendment of the Regulation will pursue the following objectives: move toward the abolition of exequatur in civil and commercial matters, extend its scope to situations involving relations with third States, adapt its provisions to new international instruments in the area concerned and improve the operation of those provisions where problems have been detected in their application. X X X Communication on the European contract law - Method towards the adoption of the Common Framework Reference The Communication aims to open a process leading to a European Contract Law as optional 28th regime or even a European Civil Code. Based on the work undertaken on the Common Frame of Reference (CFR) on contractual matters, the initiative will set out the method to adopt and use the CFR. A new regime would ease cross-border transactions guaranteeing standard terms and conditions, benefitting small businesses venturing into new markets. n.v.t. n.v.t. New comprehensive legal framework for data protection The EU Data Protection Directive (1995) needs to be adapted to new technological developments and in addition ensure data protection with regard all EU action, as foreseen by the Lisbon Treaty (Article 16) and the Charter of Fundamental rights. X X Commissie voor Landbouw, Natuur en Voedselkwaliteit Communication on a new post-2010 EU biodiversity policy and strategy (4th quarter) The Communication will set out the commitments that the EU should consider taking on in the context of international efforts and in the light of the pressures on the ecosystems. The strategy will establish a number of sub-targets on the basis of which action will be undertaken. The analysis will cover all pressures (over-exploitation; climate change; land-use change/fragmentation; invasive species) and ecosystems (forest, water, marine, etc). However, emphasis will be on the main biodiversity components or pressures exerted at EU level by specific sectors (incl. agriculture and fisheries), to ensure focus and more effective delivery. Communication on the future of the Common Agriculture Policy (4th quarter) The Communication will explore avenues on the future of the CAP essential to the public debate and to ensure consultation before preparation of legal proposals. It will follow on the Budget Review and will be without prejudice to the proposals that the Commission will make in 2011 on the multi-annual financial framework. X n.v.t. n.v.t. Commissie voor Onderwijs, Cultuur en Wetenschap âYouth on the Moveâ initiative (3rd quarter) The Communication will set out a strategy to integrate EU and national mobility, university and researchers programmes, to modernise higher education, to promote entrepreneurship through mobility of young professionals, and to promote the recognition of informal learning. It will announce further initiatives, covering both policy and programme related elements, which will be brought forward in coming years. This framework will include a European entrepreneur exchange programme - "ERASMUS for young entrepreneurs". X n.v.t n.v.t Commissie voor de Rijksuitgaven Geen voorstellen Commissie voor Sociale Zaken en Werkgelegenheid Communication on Youth Employment (4th quarter) The Communication will look at ways of strengthening policy to overcome the impact of the crisis on young people. It will explore how to ease transitions from education and training work. The document will also address how to ensure a better link between policy priorities and EU funds, especially the European Social Fund. The Communication will announce a set of new initiatives including the promotion of youth geographical mobility (EURES), a mobilisation of the business sector to recruit youth, and announce increased direct support to innovative projects through PROGRESS, the Lifelong Learning and Youth in Action Programmes. n.v.t. n.v.t. Agenda for New skills and jobs (3rd quarter) The purpose is to identify ways to better manage economic transitions and raise activity rates, to facilitate intra-EU labour mobility and better match skills and labour supply with demand with appropriate financial support from the structural funds, to strengthen the capacity of social partners, to strengthen cooperation in education and training, aimed at raising skill levels, and ensuring that competences are acquired and recognised throughout general, vocational, higher and adult education: a European Skills, Competences and Occupations framework (ESCO). n.v.t. n.v.t. Communication on the platform against poverty (4th quarter) The aim is to put forward proposals for a platform against poverty and announce changes to the Social OMC to help deliver this. The Communication will look at progress in the social domain and push forward an agenda to generate greater political commitment and visibility, and a stronger positive interaction with other policies. Particular focus will be on active inclusion and child poverty. n.v.t. n.v.t. Revision of the Working Time Directive (4th quarter) The purpose is to come forward with new proposals to adapt the legislation to the needs of workers, businesses, public services and consumers of the 21st century. These proposals will be based on a two-stage consultation of Social Partners (treaty based) and a legal, social and economic impact assessment published in advance. X X X Green Paper on Pensions (2nd quarter) The aim is to identify challenges, to discuss the responsibilities of Member States and the Union in this domain, and to collect input from a wide range of stakeholders. The Green paper will be broad in scope, and will look at a range of policy tools. These include the use of the Open Method of Coordination in the pensions domain, looking at Art. 8 of the Insolvency Directive, the Directive on safeguarding supplementary pension rights, the IORP Directive, and the interaction with the Social Security Regulation. The Green paper will also consider implications more widely including issues linked to insurance, investment (private savings), and housing (equity release). X n.v.t. n.v.t. Commissie voor Volkshuisvesting, Ruimtelijke Ordening en Milieubeheer Geen voorstellen Commissie Verkeer en Waterstaat White Paper on the future of transport (4th quarter) The White Paper will outline a transport action programme until 2020. It will define the overall framework for actions in the next ten years in the fields of transport infrastructure, internal market legislation, decarbonisation of transport, technology for traffic management and clean vehicles, and the use of standardisation, market based instruments and incentives. It will set out the actions required to create a Single Transport area and address the targets of EU 2020 Strategy (i.e. in particular the 3% of GDP in R&D and the 20/20/20 targets for GHG emissions, renewable energy and energy efficiency). It suggested examining the possibility of setting up a compensation system for crises situations between Member States. Legislative proposal amending Decision 1995/553/EC implementing the right to consular protection Any EU citizen who is in a third country where his or her Member State is not represented, is entitled to receive effective consular assistance from embassies or consulates of any other Member State on the same conditions as their nationals. The Commission aims to assist the Member States with this task by proposing concrete measures which aim to ensure that all EU citizens are informed of their rights and that the scope of protection is clarified. Under the Lisbon Treaty the Commission can initiate legislative proposals to facilitate such protection. EU strategy for the Danube region The European Council of June 2009 invited the Commission to present an EU strategy for the Danube region before December 2010. n.v.t. n.v.t. Regulation on the establishment of a European Voluntary Humanitarian Aid Corps The objective is to establish a framework for joint contributions from European volunteers to humanitarian aid operations in third countries. The scope is likely to be concentrated in humanitarian aid and civil protection. Communication on Humanitarian Food Assistance Objectives of the Communication are to (i) maximise efficiency and effectiveness of operations (ii) improve coordination and policy coherence (iii) inform stakeholders of objectives, priorities and expected standards. n.v.t. n.v.t. Communication on European Voluntary Humanitarian Aid Corps The main objective of the Communication is to provide an overview of the current situation of volunteering in Europe. For this purpose, different schemes (both at EU and national level) will be analysed, and possible complementarities with a European Voluntary Humanitarian Aid Corps will be presented. n.v.t. n.v.t. Proposal for a regulation of the European Parliament and of the Council establishing a financing instrument for humanitarian aid Since its adoption in 1996, Council Regulation 1257/96 has never been amended in substance. One of the main objectives of the proposal should be to align the legislative instrument to the European Consensus on Humanitarian Aid developments. MDG spring package (SWDs: aid effectiveness, MDGs, Aid for Trade, Financing for Development) plus 1st Policy Coherence for Development PCD Work Programme/ with a view to 2010 MDG Review Summit (spring) The package will consist of the Communication (point 31) accompanied by supporting documents (Progress made on the Millennium Development Goals, Financing for Development, Aid effectiveness, Aid for Trade and the first PCD work programme) as well as separate Communications on an EU policy framework to assist developing countries in addressing food security challenges, EU role in Global Health and Tax and Development: cooperating with Developing countries on promoting good governance in tax matters. n.v.t. n.v.t. Review of the European Consensus for Development This initiative will build on the results of the review of MDGs at the 2010 summit if it is felt appropriate to review the 2005 European Consensus for Development. n.v.t. n.v.t. Future of EDF The current EDF ends in 2013, possible integration of the EDF into the EU budget. X X Communication on the Joint Africa-EU Strategy In preparation of the third EU-Africa Summit (Tripoli Nov 2010) the Communication will evaluate the implementation of the Joint Africa-EU Strategy; assess the results and shortfalls of the Strategy's first Action Plan (2008-2010); make the necessary proposals for the next Action Plan (2011-2013), and address the political and strategic dimension of the Partnership, and make recommendations to enhance its effectiveness. n.v.t. n.v.t. Green paper on budget support The weight of budget support in our external cooperation â almost half of EDF programming - requires an open debate on this controversial issue in order to foster a strong European consensus around this instrument.. X n.v.t. n.v.t. Communication on climate change and development This initiative will take stock of the results of the Copenhagen summit building on what could be agreed in Copenhagen. An important element in this strategy should be the implementation of the Fast Start Financing which the EU committed to in December 2009, bearing in mind that those working more closely with the EU in Copenhagen were the developing countries, particularly the poorest and most vulnerable. Proposal on replacing the (expiring) Association with Overseas Countries and Territories (OCTs) Council Decision 2001/822/EC of 27/11/2001 on the association of the Overseas Countreis and Territories expires on 31/12/2013 and will need to be replaced. X Communication on Enhancing Growth and Competitiveness in Partnership with Business: a Strategy for Business in Developing Countries The initiative will target growth and jobs creation in developing countires in partnership with the private sector. It is the external projection of the Europe 2020 inclusive growth approach. n.v.t. n.v.t. Communication on Tax and Development: Cooperating with Developing Countries on Promoting Good Governance in Tax Matters The communication promotes the principle of good tax governance and supports developing countries in their fight against tax evasion and other harmful tax practices. It also proposes to strengthen taxation and public finance management in these countries. n.v.t. n.v.t. Commissie voor Binnenlandse Zaken en Koninkrijksrelaties Citizenship Report including analysis and remedies for obstacles to free movement Article 25 TFEU invites the European Commission to produce a Report every three years on the application of Citizenship Rights. On this basis, proposals to 'strengthen or add' to these rights can be made. The citizenship report will also report on obstacles for citizens when trying to source goods and services across borders and propose how they can best be removed. n.v.t. n.v.t. Communication Critical Information Infrastructure Protection The Communication will propose policy guidelines for international cooperation on Internet resilience and stability. X n.v.t. n.v.t. Review of the Directive on reuse of public sector information The review will address the scope of the instrument, limitations on charges for the re-use of public sector information and clarifying the principle that all material that is generally accessible is also re-usable for non-commercial and commercial purposes. Legislative proposal on attacks against information systems Part of Digital Agenda - The objective is to secure a high level of protection for information systems against criminal attacks. The proposal should update the current level of protection (FD 2005/222/JHA) taking account of new developments. X Communication on an EU agenda for integration, including the development of a coordination mechanism The Communication should launch a "second phase" of the Common Agenda on Integration aimed at enhancing existing tools of coordination of integration policies and developing new instruments, including European Models on Integration. n.v.t. n.v.t. Legislative proposals on renewal of the Civil Protection Mechanism and the Civil Protection Financial Instrument The evaluation of Civil Protection policy undertaken in 2010 will assess the effectiveness of support through the Financial Instrument and Mechanism and assess the scope to reinforce the Mechanism. The current Decision on the Civil Protection Financial Instrument ends in 2013 and needs to be renewed. Commissie Defensie Council Decision on Solidarity clause (proposal to be delivered jointly with HR/VP) Implementation of provision in Art. 222 (3) TFEU which requires that arrangements for the implementation by the Union of the solidarity clause shall be defined by a decision adopted by the Council acting on a joint proposal by the Commission and the High Representative for Foreign Affairs and Security Policy. Commissie voor Europese Zaken Annual Enlargement package The Commission has been invited by the Council to regularly report on the candidate and SAP countries. The Commission Strategy Paper allows the European Council to define main strategic orientations on enlargement at the end of each year. X N.v.t. N.v.t. Commission opinion on Montenegro Assessment of Montenegro's readiness to fulfil the Copenhagen criteria for EU membership and the conditions set for the Stabilisation and Association Process, assessment of the impact that Montenegro's accession may have on relevant EU policies and recommendations to the Council on its response to the application of Montenegro N.v.t. Commission opinion on Albania Assessment of Albania's readiness to fulfil the Copenhagen criteria for EU membership and the conditions set for the Stabilisation and Association Process, assessment of the impact that Albania's accession may have on EU policies and recommendations to the Council on its response to the application of Albania N.v.t. Commissie voor Economische Zaken Review of the competition policy framework for the motor vehicle industry (Motorvehicle Block Exemption Regulation) In October 2009, the Commission adopted draft guidelines and a draft Block Exemption for the motor vehicle sector ("Motor vehicle BER"). They are intended to replace the existing BER as of 1 June 2010 with regard to the aftermarket, and as of 1 June 2013 for the primary market. The public consultation of the drafts finished in February 2010. 10. Review of antitrust policy towards horizontal agreements Review of two regulations (R&D agreements and specialisation agreements) and Guidelines on the application of art. 101 TFEU to horizontal co-operation agreements. Review of the current Block Exemption Regulations for specialisation and R&D agreements which expire in December 2010; in parallel review of the Guidelines on horizontal cooperation agreements. The objective is to ensure the effective protection of competition in the area of horizontal cooperation agreements and provide legal security for undertakings. Modification of the environmental guidelines with respect to the EU emission trading system after 2013 A modification to the environmental guidelines will have to be adopted to establish rules for the treatment of aid connected to the Emission Trading System (touching on the politically sensitive issue of "carbon leakage"). X n.v.t. n.v.t. Proposal for a regulation on State aid to the coal industry Proposal of a Council regulation to authorise closure aid and aid for inherited costs in the coal sector. Existing regulation will expire at the end of 2010. Review of Framework on State aid to shipbuilding The shipbuilding industry is subject to specific State aid rules, in particular to tighter regional aid rules and to market adapted innovation aid rules. In 2007-2008, it was decided to prolong the Shipbuilding Framework by 2 additional years. Alternative options had been explored and the industry had been given the opportunity to voice its opinion. The review will cover the questions whether sector specific rules are still needed and if yes, whether and in how far amendments to the existing rules are necessary. n.v.t. n.v.t. Communication on Broadband Strategy In the general context of the Digital Agenda, the EU Broadband Strategy will provide the policy framework for action aimed at supporting 100% EU coverage of broadband and at increasing investment in Next Generation Access n.v.t. n.v.t. Next Generation Access Recommendation In the context of the European Digital Agenda, the objective of the Recommendation is to give guidance to National Regulatory Authorities on the future design of regulatory remedies concerning Next Generation Accesses (NGA) in the interests of regulatory consistency in the single market. n.v.t. n.v.t. Radio Spectrum Policy Programme (RSPP) The aim of the multiannual RSPP is to define strategic orientations for EU spectrum policy, including the need for spectrum resources to help the EU to meet key objectives, such as the development of high-speed communications for all. 800 MHz band Decision Technical harmonisation decision setting the minimum conditions to be respected by users of the 800 MHz band for other than terrestrial broadcasting use. Future of universal service and users' rights This Communication is part of the follow-up to the Commission Declaration on universal service to the EP in 2009 which will summarise the results of the public consultation on future universal service principles (1st half of 2010) and will assess the need for an update of the Universal Service Directive 2002/22/EC. n.v.t. n.v.t. This framework could be based on internationally accepted safety principles and require MS to establish dedicated national programmes with implementation calendars. Communication on Nuclear Energy â Update of the Nuclear Illustrative Programme (PINC) The Communication will review the latest situation regarding MS policies, nuclear investment decisions and requirements. It will discuss capacity issues and the contribution of nuclear for decarbonising electricity generation and the energy mix. n.v.t. n.v.t. Consumer Market Scoreboard - Making markets work for consumers The Scoreboard provides a regular monitoring which is designed to identify which markets are malfunctioning in terms of economic and social outcomes for consumers, and where intervention may be needed. The Scoreboard itself pinpoints problematic markets at EU and national level; the market studies identify problems in detail and possible remedies. As an evidence-based approach, the Scoreboard can make a major contribution to smart regulation. n.v.t. n.v.t. Proposal for a Cooperation Agreement with the US on enforcement of consumer protection laws The purpose is to provide a legal framework in the field of consumers for international enforcement activities with the US in order to increase EU consumers' protection internationally. Review of General Product Safety Directive Recurrent product safety alerts have made clear the need for a system that delivers more rapidly, efficiently and consistently throughout the EU and which is also flexible enough to adapt to the challenges of globalisation. Proposal for a Cooperation Agreement with the US on consumer product safety The objective is to improve the exchange of information on dangerous products, injuries and corrective actions taken both in the EU Member States and the US. This will allow the EU to better target market (or import) surveillance and enforcement actions, thereby increasing the safety of consumer products. Proposal to amend the Regulation on Consumer Protection Cooperation N° 2006/2004 After the report on implementation in 2011, a revision of the Regulation will be considered in order to address shortcomings. Communication on Midterm review of Small Business Act for Europe After two years of implementation, it is necessary to take stock of the progress achieved in the Member States and by the Commission and conduct reflection on possible new actions to be proposed in the light of economic and social developments and future challenges. n.v.t. n.v.t. Communication on a more integrated European Standardisation System Revision of: Directive 98/34/EC, Decision 87/95/EEC on ICT standardisation Decision 1673/2006 on the financing of European standardisation Tying in with the innovation package, the Communication will provide an action plan aiming at a more integrated EU standardisation system, more efficient and effective standards-setting, better access to standardisation (in particular for innovative and high-growth companies), a stronger EU role in standard-setting at international level and a more sustainable financing system for the development of standards. Communication on Corporate Social Responsibility This Communication on CSR will focus on rebuilding trust in business on the part of European citizens. It will address the question of how enterprises disclose environmental, social and governance information. The second emerging issue is that of business and human rights in the light of the recent UN developments. Thirdly, will support and influence different international CSR instruments, such as the UN Global Compact, the OECD Guidelines for Multinational Enterprises, and the draft ISO standard on social responsibility. n.v.t. n.v.t. Communication on raw materials The Communication will set out the key challenges with regard to access to raw materials as well the crucial role that raw materials will play after the crisis in order to ensure a sustainable development of the EU economy in the long term and therefore its contribution to the EU 2020. The revision of the 2008 Communication will include key strategic issues such as the definition of critical raw materials, policy actions to fight export restrictions applied by third countries, how to better integrate the raw materials dimension into the EU development policy and actions to promote research and substitution inside the EU. n.v.t. n.v.t. In particular, it will address the following objectives: speeding up the adjustment of industry to structural changes, encouraging an environment favourable to initiative and to the development of enterprises throughout the Union, particularly small and medium-sized ones, encouraging an environment favourable to cooperation between them, and fostering better exploitation of the industrial potential of policies on innovation (including eco-innovation), research and technological development. X Proposal for a Regulation establishing the European Earth Observation Programme (GMES) In the context of the next EU Multi-annual Financial Framework, the proposal will address in particular the programmatic and financial aspects of the GMES service and infrastructure components. It will also establish the legal and regulatory framework for the implementation of the regulation including ownership and data policy, governance and international cooperation aspects of GMES. Regulation establishing a European Space Programme Art 189 TFEU gives the EU the competence to establish a European space programme. The specific objective of the space programme would be to support the implementation of the European Space Policy, in a way complementary to activities carried out by ESA and national space agencies. The programme would build on what has been achieved in the context of GALILEO, GMES and FP7 Space theme. Proposal for governance and financing of the European GNSS Programmes There needs to be a new programme regulation for the post 2013 period covering governance issues and funding. This also covers the question what the agency should do. Communication on update regulatory review of nanomaterials This Communication reflects a commitment taken in a Communication of 2008 on regulatory aspects of nanomaterials to inform the EU institutions on developments in the regulatory framework and its implementation in relation to nanomaterials. n.v.t. n.v.t. Proposal to reinforcing support to EU SMEs in markets outside the EU Proposal to promote the development of EU business support in markets outside the EU, in particular for SMEs. Emphasize will be on complementarity with existing services and fair competition. n.v.t. n.v.t. White Paper on the Relaunch of the Single Market The paper will set out the concrete initiatives and steps required for a relaunching of the Single Market (2012 anniversary). n.v.t. n.v.t. Communication on Retail Market Monitoring The objective is to identify possible market malfunctioning of the retail sector both from consumers' and suppliers' perspectives and ensure effective and co-ordinated multi-faceted policy responses. n.v.t. n.v.t. Communication on public procurement with focus on how to underpin âEurope 2020â priorities: innovation, low carbon investment, social affairs, energy efficiency, etc. To provide guidance on the correct application of existing instruments for the green, social and innovative aspects of public procurement. The Communication will explain to contracting authorities what they are required to do (legally binding provisions) and what they are allowed to do under the current legal framework. n.v.t. n.v.t. The aim of the Directives is to ensure that selling practices and information for consumers are adequate and allow real comparisons between financial products. Communication on E-invoicing The Communication will define common framework for interoperable e-invoicing system in order to increase uptake of electronic invoicing, leading to substantial economic benefits and reduction in administrative burden. All business and trading partners, in particular SMEs will benefit from this increased uptake. n.v.t. n.v.t. Revision of the Council Directive 90/314/EEC on Package Travel, Package Holidays and Package Tours The Directive no longer provides adequate protection for consumers going on holidays; nor does it provide sufficient legal certainty for businesses. Due to the minimum harmonisation of the Directive, the legal fragmentation in Member States is significant, causing compliance costs for businesses eager to trade cross-border and can also cause detriment for consumers trying to pursue their legal rights in a cross border context. Amendment of Directive on unfair commercial practices Modernisation of the Directive on unfair business-to-consumer commercial practices. Legislative proposals on the European Regional Development Fund (ERDF),) and Cohesion Fund (CF) Regulations will have to be adapted / replaced in line with the EU priorities and with the objective to adapt the delivery of cohesion policy for the programming period 2014-2020. They will be accompanied by new EU strategic guidelines on cohesion for the period post-2013. X X EU Cohesion Policy strategic report 2010 - Communication on Member Statesâ delivery of cohesion policy programmes 2007-2013 To summarise the 27 national strategic reports on the contribution to the objectives of cohesion policy, the tasks of the funds and the implementation of the objectives of Community strategic guidelines, the national strategic references frameworks and the Integrated Guidelines for Growth and Jobs. Proposal for Council recommendation on Joint Programming on "Cultural heritage, climate change, and security" This Joint Programming Initiative will ensure European Member States to maximise and exploit their combined critical mass by coordinating their efforts. The main objectives are the study of the impact of environmental changes on cultural heritage, the development of measures for the protection and security of cultural heritage and the implementation of sustainable development to cultural heritage. n.v.t. n.v.t. Proposal concerning the Framework programme of Euratom for nuclear research and training activities (including ITER). The objectives of the proposed legislation â covering 2012 and 2013 - are to continue the activities planned in the Euratom FP7 decisions adopted in 2006 and to support the construction phase of ITER taking into account new budgetary needs. The rules for the participation provide a comprehensive framework to ensure efficient implementation of the Euratom Framework Programme, taking into account the need for easy access for all participants through simplified procedures. Evaluation report on the 2005 82. Services of General Interest Package This report should be prepared on the basis of a public consultation to be launched in the coming weeks. Initiatives that relate to services of general economic interest are to be seen in the context of establishing a quality framework for public and social services. n.v.t. n.v.t. Communication on smart regulation The Communication will present this Commission's priorities for smart regulation covering actions to simplify existing legislation and reduce administrative burdens; the development of a more systematic approach to evaluating the extent to which legislation and policies have reached their objectives; and the use of impact assessments to ensure the quality of new proposals. n.v.t. n.v.t. Proposal for a Regulation applying the scheme of the Generalised System of Preference (GSP) from 1 January 2014 The new Regulation will review and refine the current GSP to ensure its simplicity and predictability as well as maximising its support for sustainable development and developing countries most in need. Proposal for a Regulation establishing transitional arrangements for international investment agreements between Member States and third countries Since the entry into force of the Lisbon Treaty, which confers to the EU exclusive competence on foreign direct investment, the continuing existence of Member States' international agreements relating to investment, and the commitments undertaken therein, could be questioned. The objective is to establish legal certainty on the status and validity of international agreements relating to investment concluded between Member States and third countries by authorising the continuation in force of such agreements and by establishing a procedural framework for the negotiation and conclusion by Member States of such agreements in the future. Communication on the EU investment policy The objective is to set out the broad lines within which the future EU investment policy will develop. The Communication would include a broad toolbox/concept box that can form the basis for the presentation and discussion of new negotiating directives for future investment negotiations with third countries. n.v.t. n.v.t. Proposal for a Regulation prolonging the validity of the Generalised System of Preference (GSP) scheme (rollover Regulation) Technical prolongation of the current scheme of generalised tariff preferences (GSP), ensuring also the continuity of the special sub-schemes: GSP+ and EBA (Everything But Arms). The proposed Regulation amending Regulation (EC) No 732/2008 covers only those technical changes which are necessary for the extension of the validity of the current GSP to 31 December 2013. Proposal for a regulation adjusting decision-making in the field of trade policy in the light of the entry into force of the Treaty of Lisbon The trade "omnibus" regulation will deal with certain specific decision-making procedures in the field of trade policy, which had previously been exempted from comitology. Anti-Counterfeiting Trade Agreement (Council decisions for the authorisation for signature and conclusion of the agreement The action would consist in a proposal for a decision authorising the signature of the agreement and a proposal for a decision on the conclusion of the agreement. The objective of the ACTA negotiations is to provide an international framework that improves the enforcement of intellectual property right laws by improving international standards as to how to act against large scale infringements of IPR often conducted by criminal organisations. X X Trade and investment barriers report The objective is to identify ways to improve market access and regulatory environment for EU companies. n.v.t. n.v.t. Green Paper on steps to promote e-procurement The Green Paper will set out further steps to facilitate the use of e-procurement and obstacles to cross-border e-procurement. White Paper on e-procurement The White Paper will draw conclusions following the consultations on the basis of a Green Paper on e-procurement in 2010. Recast of basic safety standards legislation in the field of radioprotection  The aim is to recast 10 acts into a single Directive establishing the basic safety standards for the protection against the dangers arising from exposure to ionising radiation, and to up date in line with the Recommendations of the International Commission on Radiological protection (ICRP). Commissie voor FinanciĂ«n Proposal for a new Multiannual Financial Framework Setting out the budgetary priorities and the proposal for a new MFF for the coming period. X X Report on the functioning of the Interinstitutional Agreement This report will present a thorough examination of the functioning of the current Interinstitutional Agreement (IIA) â in line with Declaration 1 to the IIA â accompanied, if necessary, by relevant proposals. n.v.t. n.v.t. State aid short-term export-credit insurance communication The Communication on Short Term Export Credit Insurance aims to remove distortions of competition due to State aid in the short term export-credit insurance sector. It applies to state aid in the short term export-credit insurance sector. The current communication expires at the end of 2010, unless it is prolonged or reviewed. n.v.t. n.v.t. Communication on External Economic Representation in the IMF and the World Bank The Communication will consider the existing coordination procedures and will propose a three-stage approach to increase the effectiveness and efficiency of euro area/EU representation in the IMF and World Bank. Commission Proposal for a Decision of the European Parliament and of the Council granting an EU guarantee to the European Investment Bank against losses under loans and guarantees for projects outside the EU The EU offers a budgetary guarantee to the European Investment Bank (EIB) covering risks of a sovereign and political nature in connection with its loan and loan guarantee operations carried out outside the EU in support of EU external policy objectives (the so-called EIB external mandate). The Commission is required to present a proposal for the second half of the 2007-2013 period. A subsequent Commission proposal should be prepared for the next financial framework (2014-2020). Framework regulation for Macro-Financial Assistance (MFA) Streamlining the decision making process of this EU external assistance instrument to make it more timely and efficient. The urgency of crisis situations is a strong argument to avoid long procedures and delays. Instead of case by case decisions, a framework regulation for delivering MFA to third countries with which the European Union has important political, economic and commercial ties is proposed in order to make this instrument more responsive. X Convergence Report 2010 The Commission and the ECB each prepare a convergence report in accordance with the procedure laid down in Article 140(1) TFEU. Directive amending several financial services Directives, specifying the competences of European Supervisory Authorities ("Omnibus II" Directive) Sectoral legislation on financial services needs to be adapted to the setting up of the European Banking Authority, the European Insurance and Occupational Pensions Authority, and the European Securities and Markets Authority. Omnibus II should include adaptations for the insurance and securities sectors. X Review of the Investor Compensation Schemes Directive, 1997/9/EC The aim is to increase investor confidence and ensure more efficiency in case of fraud and failure. Directive on Legal Certainty in Securities law The aim is to simplify the legal environment for book-entry securities. Legislation on end date for migration to SEPA (Single Euro Payments Area) The initiative will support migration to SEPA by setting deadlines ('end-dates') for the migration to SEPA products (credit transfers and direct debits). Measures on responsible lending and borrowing This initiative will set out the Commission's views on issues involved in the provision of credit to retail customers, including such topics as the role played by credit intermediaries, the assessment of the suitability of credit products, information and advice provision and how best to ensure responsible borrowing. n.v.t. n.v.t. Communication on E-invoicing The Communication will define common framework for interoperable e-invoicing system in order to increase uptake of electronic invoicing, leading to substantial economic benefits and reduction in administrative burden. The objective is , under the provisions of the TFUE (article 33 and 325), to have a single instrument instead. Impact: in particular, improved accessibility to law. Proposal for a Directive on conditions of admission of third country nationals in the framework of an intra-corporate transfer This scheme will set out common procedures to regulate the entry into, temporary stay and residence in the EU of ICT as part of the 2005 Policy Plan on Legal Migration. It will establish a transparent and simplified procedure for the admission of intra-corporate transferees. Proposal for a Directive on the conditions of entry and residence of third-country nationals for the purposes of seasonal employment The proposal aims at establishing common entry and residence conditions for seasonal workers from thirdcountries as part of a comprehensive package of measures, proposed in the 2005 Policy Plan on Legal Migration. A specific objective is to ensure a secure legal status and reinforced protection against exploitation to a particularly weak category of third-country workers. Another objective concerns the development of the circular migration policy. X X X Communication on an Action plan on unaccompanied minor migrants The aim is to put forward responses to challenges posed by the arrival of important numbers of unaccompanied minors on EU territory. It will be based on an overall evaluation of the functioning of the trade mark system in Europe and include the establishment of an enhanced partnership between the Office for Harmonisation in the Internal Market ("OHIM") and the trade mark offices of Member States, contributing thereby to the fight against counterfeiting. Review of the Enforcement Directive Following the Report in October 2010, the Review will set out possible legislative amendments to the Enforcement Directive. X Legislative instrument on the Common Framework Reference As a follow-up to the Communication of 2010, the initiative will set out the method to adopt and use in practice the Common Framework Reference. Proposal for a recommendation to authorise the negotiation of a data protection and information sharing agreement for law enforcement purposes with the United States of America A recommendation from the Commission to the Council to authorise the opening of negotiations for an agreement between the EU and the USA on the protection of personal data transferred or exchanged for law enforcement purposes is foreseen. This would bring legal certainty to operators when it comes to processing data in both the EU and the US. X Green paper on the free circulation of the documents: civil status documents, authentic acts and the simplification of legalisation The free circulation of official documents would be a major improvement to ease free movement of EU citizens. The objective is to facilitate the mutual recognition of legal documents, as nowadays administrative burdens restrict citizens and businesses. n.v.t. n.v.t. Directive on the right to information in criminal proceedings To facilitate mutual recognition of judgments throughout the EU, the Commission will propose minimum rules on the right of suspects in criminal proceedings. These rules will ensure that the accused are informed promptly and in detail of their rights and accusations against them. Proposal for a Regulation on the conflicts of laws in matters concerning matrimonial property rights, including the question of jurisdiction and mutual recognition, and for Regulation on the property consequences of the separation of couples from other types of unions The Regulation will provide for objective criteria to determine the applicable law governing matrimonial assets in the case of international marriages. This would also cover the case of matrimonial assets located in different Member States. The Regulation will also deal with the question of which national court is responsible and contain a mechanism of recognition and enforcement of judgments from one Member State to another. X Communication on the Fundamental Rights policy This Communication will set out the EU system of protection of fundamental rights and present the Commission's approach to ensure the effectiveness of the Charter for Fundamental Rights across EU policies. It will e.g. propose a fundamental rights chapter to all impact assessments of the Commission and outline the importance of an annual report to monitor the implementation and the respect of the Charter. n.v.t. n.v.t. We need to improve cross-border debts collection, as currently over 60% of cross-border debt remains unrecovered in the internal market. Legislative proposal on a comprehensive regime on obtaining evidence in criminal matters based on the principle of mutual recognition and covering all types of evidence This new model could have a broader scope and should cover as many types of evidence as possible, taking account of the measures concerned X Legislative proposal to introduce common standards for gathering evidence in criminal matters in order to ensure its admissibility Existing rules aimed at ensuring the admissibility of evidence obtained from another Member State only approach the issue indirectly as they do not set any common standards for gathering evidence. There is a risk that the exchange of evidence in criminal matters will only function between Member States with similar national standards for gathering evidence. X Directive on rights of and support to victims of crime Develop one comprehensive legal instrument on the protection of victims, by joining together the Directive on compensation to victims and the Framework Decision on victims, on the basis of an evaluation of the two instruments. X X Package on agricultural product quality policy - Recast the legislation on geographical indications. - Examine the feasibility of laying down specific optional reserved terms such as 'product of mountain farming' - Consider laying down a general basic marketing standard and appropriate labelling indicating place of farming within marketing standards for agricultural products. - Guidelines for agricultural product quality certification schemes Alignment of Council Regulations (EC) 1290/2005 (financing of the common agricultural policy), 1234/2007 (Single CMO), 247/2006 (POSEI) and others The aim is alignment of the delegated and implementing powers of the Commission with the Treaty on the Functioning of the European Union (TFEU) Report on milk quotas following Health Check (Art 184(6) of R 1234/2007) In accordance with the conclusions of the Health Check of the Common Agriculture Policy in November 2009 the Commission is to present two reports on the dairy sector, one before 2011 and one before 2013, with particular focus on the implementation of the soft landing approach. EU Plant Health Strategy The aim is to modernise existing plant health regime with prevention at the core of the system. n.v.t. n.v.t. Council regulation reviewing legislation on marketing of seed and propagating material The core objective is to replace the 12 Directives on seed and propagating materials in the context of Better Regulation in order to ensure identity and quality of seed and propagating material and secure the functioning of the internal market in this area. Animal Health Law The new Animal Health law aims to establish a clearer regulatory structure for animal health in the EU. X New policy for GMO cultivation Following the presentation of the political guidelines, the Commission will come forward by the end of June with a concrete initiative on how to allow freedom for Member States to decide about cultivation of GMOs on their territories X X Report on the implementation of the animal transport regulation Article 32 of Regulation (EC) No 1/2005 on the protection of animals during transport provides that the Commission shall present a report to Parliament and the Council on the impact of the regulation on the welfare of animals and trade flows of live animals. The report could be accompanied, if necessary, by appropriate legislative proposals. X Report to EP and Council on animal cloning The objective is to present a consistent approach as regards innovation technologies for the food sector (cloning, nanotechnology, GM animals). On the framework of the report to the EP and the Council the Commission will develop an extensive consultation of stakeholders. n.v.t. n.v.t. Communication concerning the Second EU strategy for the protection and welfare of animals (2011-2015) The aim of the initiative is to consolidate future EU policies in this area in a strategic paper that will ensure that future action will be integrated and understood both inside and outside the EU. The Strategy responds to the demand of stakeholders and the EP to develop EU policies on animal welfare with due regard to the overall costs and their impacts on competitiveness of the sector. X n.v.t. n.v.t. Review of Regulation 882/2004 on official controls along the food chain A review is on-going with reference to the rules, on the financing of official controls ("inspection fees"). These rules have not been able to deliver on the main objective of the legislation i.e. that Member States have adequate financial resources to efficiently carry out the needed official controls and that the scarce public resources for controls are allocated and used as efficiently as possible. Reviewed Directive on veterinary medicinal products The Objective is to improve consumer safety and animal health protection and the competitiveness of the veterinary industry. Proposal for Council Recommendation on Joint Programming on "Agriculture, food security, and climate change" As indicated in Europe 2020, the Commission will work to complete the European Research Area (ERA) in particular by enhancing joint programming with Member States. The theme related to food security and the impact of climate change on agriculture was identified as a major societal challenge for Europe which needs to be tackled through a Joint Programming Initiative. n.v.t. n.v.t. Regulation of the European Parliament and of the Council with a view to repealing the approval procedure for beef voluntary labelling scheme The aim is to reduce the administrative burden for approving voluntary beef labels. This requires an amendment of Regulation 1760/2000. Commission regulation laying down (new) rules of food distribution for the most deprived persons in the Community The aim is to provide for clearer, simpler and more effective implementing rules for the distribution of food to the most deprived persons in the Community. X X Regulation relating to the type-approval of agricultural and forestry vehicles (repeal of 24 Directives) The proposal will repeal 24 Directives and replace them with one Regulation. Commission Directive amending, for the purposes of their adaptation to technical progress, Council Directives 80/720/EEC, 86/298/EEC, 86/415/EEC and 87/402/EEC and Directives 2000/25/EC and 2003/37/EC of the European Parliament and of the Council relating to the type-approval of agricultural or forestry tractors The proposal will amend 6 Directives on agricultural tractors to clarify and improve the technical requirements Fertilisers - Draft Commission Regulation amending Regulation (EC) No 2003/2003 relating to fertilisers for the purposes of adapting Annexes I and IV thereto to technical progress The aim is to amend Annex IV of the Regulation to ensure that CEN Standards can be used as a reference for official controls. Council Directive 2001/109/EC of the EP and Council on fruit trees The proposal aims to reduce the number of variables requested in the orchard survey, to establish thresholds at national level allowing exemptions from reporting, and to increase use of administrative data or other sources instead of surveys. Commission Directives amending, in respect of the consolidation of the internal market, certain provisions of seed marketing Directives, with regard to the conservation of plant genetic resources (seed mixtures) - Council Directive 66/401/EC on the marketing of fodder plant seed - Council Directive 66/402/EC on the marketing of cereal seed - Council Directive 2002/53/EC on the common catalogue of varieties of agricultural plant species - Council Directive 2002/54/EC on the marketing of beet seed - Council Directive 2002/55/EC on the marketing of vegetable seed - Council Directive 2002/56/EC on the marketing of seed potatoes - Council Directive 2002/57/EC on the marketing of seed of oil and fibre plants - Council Directive 68/193/EC on the marketing of material for the vegetative propagation of the vine - Council Directive 1998/56/EC on the marketing of propagating material of ornamental plants - Council Directive 92/33/EC on the marketing of vegetable propagating and planting material, other than seed - Council Directive 92/34/EC on the marketing of fruit plant propagating material and fruit plants intended for fruit production - Council Directive 1999/105/EC on the marketing of forest reproductive material The aim, on the basis of an evaluation of the whole acquis in this area , will be to simplify and reduce administrative burdens. Council and EP Regulation revising Directive 2009/39/EC on foodstuffs intended for particular nutritional uses (recast) The aim is to simplify the rules and reduce the administrative burden by taking into account other horizontal and vertical legislations, like claims, food supplements and fortification. Proposals on the reform of the Common Fisheries Policy The CFP reform package will comprise the following proposals: - a proposal for a new basic regulation for the CFP, including aquaculture; - a proposal for a new regulation on the Common Market Organisation; - proposals for the financial dimension of the new CFP; - technical measures. X X Proposals on the reform of the Common Fisheries Policy (revision) The reform will include a new basic regulation for the CFP including aquaculture, a new regulation on the Common Market Organisation; and financial proposals. It will simplify the regulatory environment wherever possible. Regulations on 2011 fishing opportunities: Various regulations covering the Baltic Sea, the Black Sea, other areas in the Atlantic and the North Sea and deep-sea species for the years 2011-2012. All these regulations will be preceded by a Communication to the Council. Regulations on multiannual management or recovery plans for selected species such as salmon in the Baltic Sea, bluefin tuna, haddock, herring in the Celtic Sea, southern hake and nephrops As regards haddock, herring southern hake and nephrops, the proposed new plans will provide i.a. for setting TACs each year in such a way that the objective to exploit this stock according to maximum sustainable yield will be reached. As regards bluefin tuna, the current recovery plan will have to be amended in the light of the outcome of 2009 ICCAT negotiations. Proposal for a Regulation of EP and Council amending Reg. 1288/2009 on transitional technical measures As the 2009 November Council could not agree on permanent technical measures in the Atlantic (COM(2008)324), a transitional technical measures regulation was agreed ensuring that urgent technical measures provided in Annex III of Regulation No 43/2009 for TAC and quota continue to apply as from 01.01.2010 on. The proposed amendment to the transitional regulation aims at extending its validity for another 18 months. Regulation of EP and Council amending the Shark Finning Regulation (EC) No 1185/2003 One option is to amend the ratio allowing for 5% of fin weight relative to the live weight (before processing) of the shark catch so that in no case the weight of the fins will exceed 5% of the dressed (gutted and beheaded) weight of the shark catch.. Another option would be to implement a "fins attached" policy whereby the fins would remain attached to the body. Communication on a Community Plan of action for reducing incidental catches of seabirds in fishing gears In ways to integrate environmental protection requirements into the Common Fisheries Policy, one of the Community objectives is to improve the fishing methods with a view to reduce the incidental and unwanted catches, and the impacts on the marine environment. n.v.t. n.v.t. Regulation of EP and Council on a management plan for pelagic stocks in the Baltic Sea The Regulation intends to establish a long-term management framework for pelagic stocks in the Baltic Sea. It will set long-term stock management objectives and targets and contain some specific provisions necessary to reach that aim. Regulation of EP and Council revising Council Regulation (EC) No 1098/2007 on the multiannual plan for Baltic cod Council Regulation (EC) No 1098/2007 provides that the management measures should be evaluated in 2010 and possibly be revised if the evaluation so requires. Regulation of EP and Council establishing a long term management plan for sole and plaice in the North Sea The Regulation intends to revise the long-term management framework for sole and plaice fisheries in the North Sea, and to set up long-term stock management objectives and targets, based on the results obtained from the implementation of the first management plan. The revision will also be the occasion to further improve the standards of ESA 95 and make them more targeted to the various uses in the EU. X X Proposal to amend several labour law EC Directives with a view to including seafaring workers or vessels within their scope The proposal aims to provide seafarers with the same level of employment rights as on-shore workers. A number of Directives in the field of labour law currently exclude seafarers from their scope. The amendments, which should cover several Directives, will either include seafarers in their scope or provide for special treatment of seafarers so as to ensure an equivalent level of protection, while taking into account the special circumstances and the overall economic environment for this industry. Proposal for a Regulation on the EGF 2013-2020 In 2011 the Commission will carry out a mid-term evaluation of the EGF, in particular concerning the effectiveness and sustainability of results. This will provide a solid basis for proposing improvements to the preparation of and types of action the EGF can co-finance and consider how delivery can be improved. Proposal for a Decision on the Progress Programme 2013-2020 PROGRESS is the EU's employment and social solidarity programme, which started in 2007. Proposals on reconciliation Following the Council agreement on the revision of Directive 96/34/EC on parental leave which also covers adoption leave and taking into consideration the progress and outcome of the on-going negotiations on the revision of Directive 92/85/EC, the Commission will take further steps to improve the legal and policy framework on reconciliation. To this aim, a cost-benefit study will be carried out in 2010 with regard to a possible initiative on paternity leave.
